Response from Lauren Libero, California DDS, dated December 24, 2019, to following 2019 PRA: "Copies of documents in possession of the CDDS sufficient to show whether CDDS heightened its eligibility for entry into the regional center system in 2003, and the nature of this criteria change."
Prior to August 11, 2003, eligibility required “substantial disability” (significant functional limitations) in one of the seven areas of major life activity. After 2003, eligibility required “substantial disability” in three or more areas of major life activity. The areas include: receptive and expressive language, learning, self-care, mobility, self-direction, capacity for independent living, and economic self-sufficiency. Note, if an individual was made eligible for regional center services before the law changed in 2003, their eligibility did not change and they were not required to prove additional functional limitations.
